fuel tank 49

I have been searching for the cause of fuel starvation in my 49 for over a month. after replacing the fuel pump, filter and lines I still only had about 1-2 lbs pressure at the carb. This is enough to idle but will not go down the road. Removing the fuel line at tank entry point, I found that the fuel barely drips out with the tank full! It took 2 days days to drain it. I have now removed the tank and the inside is very rusty and the fuel pickup line appears to be clogged. This 5/16" permanent metal line enters the tank about 1/3 of the way from the bottom and then makes two right angle turns to reach the lowest point for pickup. There does not appear to be any way to remove the tube. So cleaning the tank may help but if I use the recommended tank sealant it will render the fuel pickup line usless... any ideas?
