Yes you can ...
My repo hood works well with the stock hinge springs ...
With no springs I think you need pins at the back as the spring tension holds the back of the hood down ...
When I painted my hood I used "The Right Stuff" silicon goo between all the ribs and the hood skin. This really cuts down squeeking and flexing and gives it a more solid feel ...
Are you talking about the bumpers? Most of the trim on your Cutlass is stainless, so you're not going to damage it either if you are trying to clean it. In fact on the stainless parts, if you use 1000 wet/dry you can actually buff out some of the surface scratches and most oxidation. Then go over it with jewellers rouge or compatible polish to bring back that new look. Just takes patience and elbow grease....something that all Olds nuts have in common with their car.
One good thing to remember is on the rear bolt location for the hinge part that attaches to the hood (not the fender) you should use the factory "puck" or "horseshoe" spacer....if not you'll just bend the hood hinge at those bolt locations. See if your current hood has them still in place.
Sandblast then clear the hinges and they almost look just like the factory grey-oxide finish if they had that. I've found that those missing hinge spacers are down in the bottom of the fender or in that area under the cowl half the time.
I would just take some lacquer thinner and wipe the primer off, keep it off the paint/primer or that'll come off too.
If it's 2 part epoxy primer you may need some dynamite and an air chisel.
