Frame fixed at some point?

I have these weld marks on the outside of the frame just rear of the shock mounting holes. They are on both sides of the frame around the same spot. Possible it was fixed at some point?

Also, further rear on the drivers side, there is some writing... PARISH (with registered/trademark mark beside it), with a 5 or 6 digit below that, then 2 11 711 or something below that number. Not sure what that name/numbers mean.

I lifted the exchange below from Chevelle.com. I think it should answer your question. Hopefully someone can verify.

Yep. Welded vertical seam found on outboard half of 69-frame, midway between shock and gas tank. Thanks to all for help.
