so i've got a 94 Cutlass Supreme Convertible... and the rag top sticks when i'm trying to put it up... once it goes up it goes, but then i have to wrestle it down to latch it... what's the deal? what's going on with it???

 

It is probably a poorly lubricated, broken, rusty, or sluggish mechanism it is probably best to get a manual for this sort of thing.
