Ihad a frame horn bent similar to that once. My buddy heated the bent area red hot w a torch. he had made a plate w a five foot bar attached that mounts on the end where the bumper mounts. Once the area was hot we bent the frame back using the plate and bar, and working the frame w a hammer and blunt nosed object to keep it bending where we wanted.
it worked fine, i suppose you could also geta replacement frame horn and cut the old out and weld in the new.
