IMO: It's just so much cheaper to buy a finished car these days, and that's considering the fact that you are starting with a decent project car for your build.
This car would cost several thousand just to make it worth the four thousand he's asking.
I wonder what the frame looks like?

Here is another one that just popped up for around the same price. Maybe less rust, but doesn't run for $4,000.
