Four wheel drum cars do NOT use a proportioning valve.

That is simply a distribution block. There is no valve inside of it. What master, booster, and wheel cylinders? Stock replacement or something else? What is the vacuum level at the booster?

Obviously if the brakes don't work consistently, you have a problem. If the pedal is hard, that's a booster problem. Could be that the pushrod isn't adjusted properly, or it could be that the air admittance valve sticks sometimes.

I'm hedging towards push rod adjustment. It isn't a necessarily a case of the wrong hole, even w/ the correct hole, the push rod between the MC and the brake booster needs correct travel distance (adjustment).
