Can you tell if it is the front or rear? Have you jacked up the car to see which ones drag?
Have you done a visual inspection on them recently?
Can you see is any particulat set of pads / shoes are worn?
There is a big variety of issues that can cause this, we just need to do some logical troubleshooting.

Usually rust on the drums or rotors from sitting - it'll go away.

How long was your Delta sitting?

Are you sure you're not hearing the audible brake wear tab? When the disc brakes wear down to a certain point, they have a metal tab that rubs on the rotor causing a nasty scraping sound. Pull your front wheel and look at your brake pads to see if this is what's happening.

It's the front set and I have pulled the wheels and looked. The rotors look surprisingly in good condition and the pads look to be in decent shape idea say about half life and close to even ware now since I've done the overhaul I haven't realy driven the car more than 15 or 20 miles. The fluid looked to be ok but like I said it sat for proly a year or so not sure exactly. Brake fluid brake down after long periods of time. If so how do I flush the brake system I know how to bleed em but that's about it.

Do you get a vibration when you apply the brakes, like a shimmy? Pads on disc brakes generally run with a nats *** of clearance. You might pull the wheels and lubricate the area that the caliper rides on the mount if everything else is ok.

You could always slowly crank each caliper piston all the way in with a C-clamp to be sure they move freely, then bleed the brakes until the fluid runs clear, then try 'em again.

If a caliper begins to leak after cycling the piston all the way back and forth, it was no good anyway.
