No brake pedal up and solid

1971 cutlass 350
all parts are new I have no brake pedal won't go down rock hard. Was originally 4 wheel manual drum I am converting to 4 wheel power drum. Everything is together so I started process of elimination. I rebled the master cylinder when I hooked up just the front brake lines to the master cylinder I would get a brake pedal. I then proceeded to hook up the rear brake line to the master cylinder it became rock hard. I then went to the proportioning/ distribution valve and checked for fluid and got fluid. Then I checked at all the traders for fluid and got fluid. When I went to bleed brakes again got strong fluid at rears but pedal froze again. I think it mite be the proportioning/ distribution block. What valve should I use and is this possibly the problem. Thanks in advance

Sounds to me like your push rod is too long. Make sure it is in the lower hole on the brake pedal. Sorry too tired to explain better now.

Checked rod already and when bleeding pedal will go to floor

Assuming master is bled correctly and all 4 wheel cylinders bled correctly you can expect a pretty stiff pedal with drums x4. Mine has very little downward motion without boost to help. Have you test driven it after allowing vacuum to build up in new booster? Should soften the pedal a bit and give more downward allowance.

Are the soft lines new?
Verified the booster is holding a vacuum?
Is the oneway valve vacuum on the booster working? What are you using as the vacuum source? The OEM line to the carb TB?
OEM booster or afterchina?

When you press on the pedal, is there any motion at all? Does fluid flow out of the bleeder screws?
