4 wheel drum brakes

I had a leaking master cylinder and replaced it, bench bled it, and the bled the wheels. I had a very stiff brake pedal and seemed like they were manual brakes. There was a lot of paint missing on the booster from the master cylinder so I just replaced the booster and still have the same problem. Almost need both feet to stop. Should I try bench bleeding the master cylinder again?

A quick easy check of the booster can be achieved by depressing the brake peddle hard, then start the car. if the peddle compresses another 1/4 inch the booster is working, if not look some where else for the problem....Tedd
