Unexplained bulging...

Despite there being no visible damage to any part of the left front corner of my '89 Custom Cruiser this little cover-up panel bulges out:








And here's a view of the front corner itself:



Any ideas as to why and if it's (easily) fixable?...

It looks like original material and not fiberglass replica. Is is possible age is the culprit. I purchased some rear fender extensions for my '77 Cutlass from a guy on ebay. Perhaps the solution is just replacing it. Everything else looks to be in alignment from the pictures.

Odds are the bumper has taken enough of a hit at some point to compress the bumper filler. Bumping up against a parking lot bollard could have done it.

There's also a metal reinforcement behind this filler. Make sure it's straight and not bent.
