Will a 69 front fender fit on a 68 or no?

If you are talking Cutlass the answer is yes.

 

Not so fast! The hood hinges are different. The 1968 uses two bolts and the 1969 uses threre. There are some factory replacememnt fenders with a dual pattern and will accept both years hood hinges. You cannot use one of each year.
