66 442 fender vents

I'm getting ready to install the fenders on my 66 442, and I'm wondering if I should install them with the chrome fender vents installed, or is there a way to get the vents bolted in after it is painted. There does not seem to be much room back there, and I'm afraid that I'll scratch the paint if I move the fender to get access to the vent studs.
Any thoughts?

You can't get in there to put them on without taking the fender loose later so best just paint them off
