It's always best to replace rust with new metal. If you have time go through the major builds and you'll see how a couple of the members here have dealt with rust. John

I ended up replacing both the inner and outer wheel housings but probably I could have gotten away just replacing the outers. but I also was in the process of replacing the quarter panels to because they were also rusty. I am not sure that you can replace them without removing the quarters. You are probably going to find that where the outer wheel housing is tac welded to the quarter its going to be very rusty there and the quarter panel is probably already begin to rust. Whatever you decide to do the rust is going to have to be cut off and either weld in new metal or just replace it which is my suggestion.
