Now what oil pressure

Hi all Well my guy put another oil pump in 3rd one this is a melling,The pressure still won't go over 45 If I go down the road the needle on the guage go 30 -10 I stop and it's a 0 mor 20 sec no lifter noise it's not the Gauge or line been there done that WTF could be the problem with this rebuild,you guys know the past collapse lifter,broken valve spring,took plug out in back of dizzy fixed that something not right

IMHO something is wrong. I think the builder needs to tear it down a figure it out.

pressure gage lying?
Try a mechanical gage at the op sensor hole.
Otherwise the only things that come to mind are

weight of the oil

pressure relief valve setting

engine clearances

a different plug left out? Front of passage plugs? Nah, you would never get to 45...
