is the 66delta 425 and 66 starfire 425 crank the same

Yes and no, the Sfire has same lifter bank angle as the Delta in 1966. Only the Toro 425 had the 39 deg lifter bank angle when it comes to 66 425's, the cranks are the same on all 425's and 65-67 400's.

Well, I can relate from experience about the 425 Olds. My family had a hot ski boat back in '68, that Dad put a stock 425 in. It ran good but had the oiling issues we today, know how to address. Actually, family friend Joe Mondello oversaw the build. That damn 425 Olds was strong and never skipped a beat, we daily took it to 6500 rpm and it suprized many. Build included an 850 on an O4b, Isky hydraulic ( don't recall specs, but not overkill ), Mondello prepped rods, mild head work, Hunt Mag ignition, 11:1 forged Speed-O-Motive pistons, 12 quart oil pan& HV pump was shimmed for more pressure. I'm a believer in what the 425 can do. Here's an old picture from around '71.
