Those will not work.
Yes, you will need a stud with a 3/8 bottom and a 3/8 top and then use Comp cams roller tip rockers. I would replace the nuts in the kit, with poly locks for adjustment. Also you will need the guide plates and harden push rods. I would double valve cover gaskets or use thick gaskets, for polylock clearance.
OR, you can locate what I call a reducer. A steel reducer to reduce the 3/8 hole down to 5/16. Then you can use the kit you listed.
I prefer the first choice I listed, gives you adjustable rocker sys. Easy on the valve train, makes for better lifter preload.

Isn't the tap drill for 3/8 threads right about 5/16, thus leaving just about no material for a reducer?

I think a STI such as heli coil would be better. Just lose a little metal after 4-5 threads as the 16 TPI of a 3/8 bolt hole becomes 18 TPI while using the STI tap.

See how much room you have on the pedestal and drill for the 3/8
I don't think there is enough room, but take measurements.

Drilling hole for 3/8" is not an option! Like 64 Rocket say not enough Material- (to be safe)!

But let me know if this is an option: 3/8 thread drilling in pedestal
