According to my trusty dusty Chilton's from 1972, the Toro engine made 250hp-375 lb/ft of torque with a dual exhaust.
455 with a stick trans made 270hp, w-30 made 300.
Single exhaust lo-perf made 225hp.
Sooooo, it is up to you to decide what you think high performance is, and what it is worth to you.

If it is a good running engine, at a decent price, I would snag it. It would have the same basic power as the 71, net calculations changed that for 72-hence the difference in rated power.
Plus you can run this one on the fuel we have today.
This engine could actually get you into the high 13's, power wise, with some good tuning, and smart parts added on.
Even with the q-jet, stock long block, stock camshaft.
You should also get big valve heads with this engine.
How much is it???

The big block smog heads you want to watch out for are "J" heads. However, everyone tells me they can be made to flow as good as anything else. I don't know that from personal experience just heresay.
