Black Wire w/orange Stripe
I did a little searching here and it looks like the black wire w/orange stripe is for the transmission kick down solenoid. Mine was tied up around the cross brace as the previous owner just replaced the transmission before I bought the car. Unfortunately, he replaced the transmission instead of rebuilding the original with a multi-fit transmission case. It looks as if he added a TV cable to the throttle assembly at the same time. The transmission is newly rebuilt and shifts/downshifts perfectly.
My question is; did my ‘69 transmission use the black w/orange stripe wire to control down shifts whereas the replacement downshifts uses the tv cable?

There is no "looks like" about it. That is the kickdown wire for the TH400 and Jetaway options. The TH350 did not use it, but it was built into every harness. When it was not required, it was just tied up to the rest of the harness. Was your car originally a TH350 car or a Jetaway car? What does the gear indicator in the speedo say?

I just assumed he replaced what was in there but the indicator only shows Drive and Low. I never knew they used the Jetaway in the ‘69 350 ci option. It definitely has TH350 now.

The Jetaway was the only AT available in the Cutlass until the TH350 was released part way through the 1969 model year.
