66 Toro removing glove box liner

You need to remove the lock from the glove box door.
Once that is out of the way you can side the glove box out from the door.
I just took one apart on my '67 this afternoon. That one had a little screw on the latch side of the lock. Removing the screw allowed the lock to separate from the door. The CSM calls that the cylinder assembly.
I'm not sure if your '66 is the same, or if my '67 had been butchered. I don't recall them coming apart that way.
Here is a photo from the '66 CSM.

Sadly, it cannot. When the liner is in place it blocks access to the hinge fasteners. If you absolutely need to remove the glove box door, you'd need to remove the lower cross-car dash support, leaving the glove box door attached to it. It's a major disassembly, and not recommended, but it is do-able if you don't want to destroy the liner.
I did check my other '67 and other '66 - interestingly the glove box latches are different.
This is a photo of the '67 showing the small Phillips screw that holds the latch into the door.
Here is a side-by-side comparison of the '66 on the left, and the '67 on the right. The '66 used a threaded barrel nut that screws into the latch.
Here's another view of the two side-by-side. Note the '66 lock cylinder was already removed. I can only speculate, but I believe the push-button/tumbler assy has to be removed before you'll be able to unscrew the barrel nut.
Here is photo of console lock from my '67. It uses the same attachment as the glove box on the '66. There is a release tumbler you can press with a small awl or paperclip. Doing so allows the push-button/tumber to come out of the latch. You may need to use the key to align the tumblers before it will come out all the way. You might need to go under the glove box liner to be able to access the release tumbler.
