whats wrong in the picture

Take a look at this pic. It is a 1975 olds 350. Is this the correct dampner? IF it is, why is the timing cover bolt have its side ground off? Ok, so maybe its the wrong bolt. But WTF?

To quote Monty Python, RUN AWAY!!!!

What's happened is that the rubber has failed, allowing the outer ring to slide backward towards the engine. DO NOT run this engine again until you've replaced the balancer!

Ok, so its confirmed the dampner has spun and its junk.

I have a 1970 unit out in the shop, but I'm allmost sure its different. I'll be digging it out soon. Any chance I can use it instead?
