But the 98 was typically not chosen for police duty. I am not sure it could have been police optioned from GM. Part of the police package would be a rear anti-sway bar (very rare) a dual exhaust 425 and a Police decal on the air cleaner among other things. Does your car have these?

You must understand that any time the word Chevy appears on here, especially if it's anything to do with the possibility that someone has put Chevy power, or anything to do with Chevy power, in an Oldsmobile, people will immediately get apoplectic.
Always think twice before typing "Chevy" or "Chevrolet" into any message you are about to post on here. To play it safe, make sure a word or words like "sucks" or "would never be found in my car if it were the last engine on earth" is or are in the same sentence and, even better, in very close proximity to, the C-word.

David, I think what you have is a Ninety Eight Town Sedan with the Starfire 425 engine. Never thought about putting TBI on one of those but I suppose it's possible.
A quick clue whether it was in fact police optioned is the wheels. All Police option cars would have had 15" wheels with small snap-in dogbowl hubcaps. Though Ninety Eights were generally not spec'd for police use.
Someone was parting a 68 Ninety Eight with those a while back, and aliensatemybuick has a couple of mid-60s cars with them if you want to see what they look like.
Interesting car, stick around and you'll learn a lot from these guys. You've already learned we tend to take Chevy-engine-in-an-Olds personally!

All he's actually said is that this car was bought at a "police auction." Police departments auction their own cars, of course, but they also auction cars that they've taken possession of for other reasons, so I don't think the fact that the car was bought at a police auction is automatically a guarantee that it's a former police car.
It would certainly seem odd for a police department back in the day to have specified a high-end model like a 98 for a police car. I can see an 88, probably a low-end 88, or more likely a Ford, Chevy, Plymouth, or Dodge, as I'm guesing 99% of all police cars ever were.
