Question Conv. top motor runs but only when jumped

I have a 1971 Cutlass Convertible with a top that will not go up (or down) using the toggle switch on the dash. I only put the top up/down a couple times a year. To accomplish this, I send my son into the trunk with the end of a 30ft piece of insulated #4 wire. He disconnects that harness, makes the connection and up comes the top (with a little help as there is air in the lines -see thread under Hydraulics). I've owned the car for 4 years and think that the prior owner may have melted something in the wiring system when running the motor for a long time due to the air in the lines.

I popped out the fuel gage to access the swich. My hands are just too big. Is there a way to trouble shoot the switch without removal?

Any tool suggestions to remove the 2 screws?

How do you trouble shoot the circuit breaker?

Am I going down the wrong path?
