"Check Engine" light burnt out?

Anyone know if there is a way to retrieve the ECM codes without the use of the "check engine" light?
How hard would it be to replace the bulb in the check engine light on a 83 cutlass?
Could there be another reason the check engine light isn't coming on at all...not even on start up?

Wink Check Engine Light

Test all your fuses with IGN on & park lps on All fuses should have power Check with 12v test light .Also check small wire at ALT should have power with ign on
