1968 body mount bolt length

Hello, my car now has the body back on the frame after having it off to do a full restoration. Now the body shop said the body mount bolts are too short and there should be shims between the body and the mount. The assembly manual doesnt mention mounts anywhere other than the rad support. I purchased the mount bushing kit from Fusick audit is similar to all that I have seen, the bolts that came in the kit were 3 inches long and the bolts that were original were also 3 inches long. My question is, has anyone had issue with the bolts that are supplied in kits and has anyone required shims?????

The bolts in my kit are also three inches long. My original rad support bolt is 2 7/8" to end of thread plus a bit for the tip.
