If you've a 180 thermostat, it should run @180!
After shutting it off, you're not pumping coolant, and it'll go up -
If it's running @ 210, your cooling system might need a good flush, the radiator's clogged, or the lower hose is collapsing - should have a spring in it, to hold it open!
Thermostats go bad, too!
Could aso be lower octane gas, but you shoud get 'pinging' when accelerating - try premium gas!

At 30*F ambient temp, it should run at thermostat temp all the time. It should idle "forever" at that temp, too.
My WAGs are: wrong timing, bad thermostat (I have been gifted with many defectve ones right off the shelf...)
and/or bad fan clutch. If it runs normal temp when on the highway, this might be it.

I have not managed to prove the car for a long time on the road for a few minutes at home or in the parking lot, where I can hold on and I would not want it too hot.
