Push the throttle linkage a bit to free up the fast idle cam and then use your free hand to place the cam follower on the high step of the fast idle cam (you can manipulate the fast idle cam directly). Then let off on the throttle so that the cam follower is on the high step and then manually click the fast idle cam down to the appropriate step. That's how I do it anyway.

This is from memory so I may be wrong. When the engine is warm, the fast idle cam follower is not on any step it goes past the end of the cam. So I believe you have to manually move the fast idle cam with your finger to get the follower on the low step against the shoulder.

^^^ Correct. When the engine is warm with the choke blade fully open the high idle cam should not be on any step, if it is it is sticking. On a warm engine a properly operating high idle cam must be placed onto the "step" to adjust the idle speed
