Can't say that I've seen that on a fender. Is it possible someone tried to "re-skin" them at some point? Are they original fenders or maybe older reproductions?
Anxious to follow your journey on this one. After seeing the '70's you've done I was a little surprised to see you taking on a '69. I have two and haven't ever seen one with holes in the fenders like your pictures. These things all have 50+ years of stories to tell!
Very cool car. The areas circled in red look like plug welds done with a mig welder rather than spot welds. The holes in green also look like they have a raised lip from drilling rather than a punched hole where the edge would be flush. I am betting the fender skin and under hood section did not start life together. As Jim said, it looks like someone reskinned the fender, but did not finish all the plug welds.
Holes in fender were there when I purchased the car 23 years ago. No repairs on fender while I had the car. The 3 holes in the trunk had a switch like for an alarm or light to go off/on kind of like door dome light switch but 2 screw to hold it on. Rear bumper by license plate has hole for air shocks. Car did have trailer hitch but I did remove it.
