Hopefully this is the right place for this question...

Troubleshooting the non-working speedometer in my 83 H/O. Seller was convinced it was a bad lower speedometer cable. I replaced that, and it still does not work. I pulled the gear/cable connector out of the trans, it seems ok (no broken teeth, etc). I can spin the cable at the trans end and observe the speedometer move, so it seems to me the problem lies inside the transmission rather than the upper cable, cruise unit, or speedometer.

However, I have the instrument panel out right now, working on other issues, and am considering changing the top cable while it is convenient. Does anyone have any advice on what to look for if the speedometer itself is bad, or any other hints to help troubleshoot this issue?
