I have a '71 Cutlass convertible that needs some attention in the wheel well/rear quarters. I need to put some sort of sealer in the areas in red and green. I also need to remove the existing sealer (?) at the bottom in the green area. I plan on taking the rear quarter windows out to make more room.
After cleaning the areas, would a spray on bed liner type stuff be sufficient or should I use a brush on seam sealer?
The area in green has a filler type material that is loose, I need to replace that to prevent water from pooling there instead of going out of the rocker drain.

I would think either of those products you mentioned should work. I did not have any sealer there on my car. I cleaned it up well and POR15'ed it all. I prolly should have used a sealer, but that was done back in my less-knowledgable days...
Keeping those drains clear is mandatory to prevent rusting. Mine were full of mud. and the quarters started rusting through.

The previous owner, when he redid the car, never put the rain gutter back in.
There was a little junk down there, but the lower area (which I think is the rocker) that this area drains to is LOADED with sand, leaves and crud.
Thankfully it's all dry, so vacuuming it out shouldn't be too bad, just lacks easy access to it.
I have a gutter to put in, but I wanted to be sure any water wouldn't get between the panel and wheel house.
