Rust Cinversion

I'm cleaning up a bench seat frame that has some surface rust. I've wire brushed it and have heard of sprays that stop or convert the rust to something suitable to paint. Any recommendations?

It's called "ospho", and available at Home Dopey. It converts the rust to a black oxide-type substance.
