I bought an old Olds dealership key ring at a flea market. Attached to it were three of these spring loaded clips with "fuel" on the inside. Anyone know what they are or used for?

Ahhhhhh. Bail stopper. Got it. Interesting. But the stopper itself would be for a very small hole.
Anyway...here's the key ring. Cost me $1. Fun little garage decor piece.

They appear rather new (maybe unused)? They might be (instead) replicas? They may not be for the actual containment of liquid gasoline (petroleum) fuel itself, but perhaps the vent? Then again, they may not have application to liquid (petroleum) fuel - perhaps small containers of propane, butane? They have the appearance of a bale stopper as employed on bottles, cans, steel lines & the like.
