It had a 396021F block in it 68-72 with G heads "71" with turbo 400
his n hers shifter needs paint, interior all body panels looked orig except pass front was replaced looks like no frame damage.

Crank windows Ac car 87k on the body comes with complete new dash.
4 SS II wheels bead blasted with sebring paint goes with and trim for wheels.
He said it was running but when i got there it was not. he has the car many years and knows complete history.
We tried but it was starving for fuel we only got it to turn over for a few secs maybe 10 at most.

I think you're right on the 10k max. It's not running, it's not a numbers car. How about the hood? Is that a real w-25? Does it have the air cleaner assembly?
IMO...Run Johnny....run.
17,500 OH HELL NO.
Tell him to get sober...watchin too many alcohol auctions.
Drop the 1 on the prefix. $7500 up to 9500 is realistic. That's for a solid car.
I see shitty door seams and a bunch of tree debris caught in the cowl and front fenders. That means the fender dog legs are rotting. You will likely uncover hidden rust while stripping it.
Pull the SS trim from under the wipers. Bet the cowl is rusted. Cowl/dash metal surgery = $17,500 by itself...lol.
13-15 would apply, IF it was desert boneass dry, 100% rot free and had all the OEM parts including a restorable interior.

Hi John
I always take clues from how they keep the car stored - was it kept in a garage, barn or some indoor covered storage? In this case I would say not.
A car should be able to start, drive and pass a state inspection, otherwise its a parts car, and gets a parts car offer price.
BTW this does not look like Arizona
