Yes, I've seen that clock. It's a typical GM clock and fits the 83 perfectly. When I bought my first 1983 Regency Brougham it didn't have a dash clock. I was surprised. Went to the parts counter and bought one the next day. It looked exactly like that and is a breeze to install. The little wheel at the right side is used to set the time. I found it was an incredible PITA though.

As everyone said ... indeed a stock type clock.
I yanked one out of an 81 Cutlass I had & put it into the 84 I had ... simple plug & play.
I have seen more H/O's with the old school style clocks tho .....
Couldn't tell you why.
