HELP fixing wiper blade

Passenger wiper blade won't seat properly always comes to rest as you see in pic how do I fix this

Im thinking the arm has been removed at some time and reinstalled incorrectly. Its on a splined shaft, theres a type of spring clip under the end over the shaft. You just need to remove the arm and re apply it in the correct position when the wipers are off. There is a special tool you can buy, Napa carries them, not expensive to remove the arm. Just be careful not to chip the paint.
Or i would bet most body shops would slip it off and reinstall it for little to no charge. Its easy to do.
