I'll take a shot at this. I don't have any B or C body info so I might be out of line.
10C = time build code = October (10), 3rd week of that month (C) = third week of October 1966.
ST 67 = style/model year = 1967
3 = GM division = Oldsmobile
58 = model series = Delta 88 (I guessing here and that's because your picture shows a Delta 88)
39 = body type = hardtop? 2-door?
TR 360 = trim/interior color and front seat type = ? (I don't have these codes, either)
GG PNT = lower and upper body color = gold (consistent with your picture)
C60 = option code = air conditioner, 4-season
That's my best look. Someone in the B body arena should be able to decode the interior color and front seat type, as well as verify the model series (58) and body type (39).

5800= Delta 88
39= 4-door hardtop (Holiday Sedan)
TR 360= black vinyl bench seat but my book doesn't distinguish between center armrest or not. I doubt a Delta would have had it, whereas a Custom (5400) would.
GG= Gold lower and upper body. If you had a vinyl top the upper body would have a letter indicating the roof color.

My '67 Delta 88 convertible has a center armrest. It folds up into the center of the seat if you want to have a full bench. The car is not a Delta 88 Custom.
