Actually, when I got the tires installed, there was no extra charge for the nitrogen, in fact it's standard practice at this shop and some others to install Nitrogen instead of air. I guess it depends on where you buy tires. I do know that if I ask the tire store to change from air to nitrogen, they will charge $5.00 / tire to do it.
