I had the same thing happen on a '91 Ciera. Turned out the fins on the evaporator were clogged with dirt.

This was a long time ago, but I recall it was a huge PITA to get at the evaporator in order to clean it. The evaporator sits very high on the firewall. I had a 6-cylinder car- I think the power steering pump had to come off in order to remove the evaporator cover.
