Not knowing the internal condition of your motor, one can only guess. The oil pressure tap on the Olds motor is at the end of the lifter gallery, so you'll have at least that pressure feeding the lifters. The pressures you're seeing are normal. The other options are gummed up lifters, worn valvetrain parts, or worn cam.

Is it the lifters or the rockers?.....maybe only a worn rocker or 2?.....Oil doesnt squirt out of the pushrods in large amounts....it just sorta dribbles up thru as the RPM increases there is more oil.....at idle there isnt a lot of oil that you will see at the rockers.
