The question is, why does the DMV think your car is stolen in the first place? More to the point, the DMV already knows where the hidden VIN locations are, specifically for this reason. If you knew were they all were, you could change them yourself.

they dont think its stolen but they want me to go to chp because some dumb lady came out to my car to do my vin check and i only have the 1 on the dash all they look for is door panel and dash then she told me to pop my hood and she looked at my trim tag and was like "these numbers are different you have to go to see the california highway patrol" she did not know what she was doing she looked at my trim tag thinking it was my vin number for god sake

Yeah, when I lived in SoCal, it was the CHP that knew what was going on as far as VIN verification was concerned. I'm surprised, however, that the DMV is that clueless.
... Well, maybe not... Seriously, you might want to talk to a supervisor. It might be that the 13 digit VIN threw her off (all cars since 1981 have had a 17 digit VIN) but there are enough old cars on the road in Calif that the DMV OUGHT to understand this. Now that I think about it, when I moved to CA in 1980, they did send someone out to look at my car (a 72 442, by the way) and verify the VIN. I seem to recall that the person was a CHP officer assigned to the DMV for this very purpose.
