How to unlock a 1969 cutlass steering.

I have no keys. is it possible?

I think a locksmith could do it for you.

There are two ways to do this, the car thief way with a slide hammer (destroying the steering column in the process) or by removing the lock cylinder. This web site shows you how to remove the lock cylinder:
