Custom avatar capability on forum

It appears that we lost the ability to edit our forum avatars since the last forum reload a few months ago. Those people who already had them, kept them, but we cannot edit them or create custom avatars now. I would like to get that feature back. I might be jumping to conclusions, but I think a small administrator setting will need to be changed to get it back to the former functionality. According to the vBulletin manual,

To configure the avatars feature, click on the Change Options link under the Options section of the control panel, and then click on Avatars to move down the page to the relevant section:
