Angry Fuse blowing

I am having electrical problems with my 85 cutlass. Whenever I turn on the light switch the tail light fuse pops. I tried removing every light in the car and it still popped. I even switched the light switch with the one from my other cutlass (no luck). I'm sure it's a ground but I suck at electrical. Any help would be appreciated.

I also don't have any dash lights, parking lights, buzzers. when I put in a new fuse and turn on the parking lights I hear a buzz for a split second and then the fuse pops.
