1987 Cutlass 3.8 Carb Question..help

The carb on my 3.8 is non-computer carb, casting number 17087181, E2ME. Theres a NOS carb new in the box on e-bay but with no warranty, i`m wondering if it`s a good idea to buy one that old, needles could have come unseated, resulting in a rebuild anyway. The reason im replacing is it has a run on problem when its hot out and does`nt want to start but only when theres people watching! its been rebuilt before but i know the choke is`nt working properly and adjusting it does`nt make a difference, as of now i have the coil leaned out and it does`nt come on at all. Any help will be appreciated.
