Question carb rebuild question

I am attempting to rebuild a 1970 Rochester carb 7040250. I have a couple of questions: Is the small wire clip that is attached to the top of the inlet needle supposed to attach to the float arm. I bought Cliff Ruggles book and I think he said to discard it. Does the inlet needle just float there?
What is the proper procedure to set float level?
