question about temp and electric fans

i just got my car back finally and my mechanic has one electric fan on the front left side of the radiator and one on the back of the right side only the one in front is working until we get the stuff to hook up the other and i am running a 195 termostat and the car stays about 220 is this normal or should i drop down to a 180 termostat.

In my opinion, using a lower thermostat will not help this situation. Get that other fan working and see what happens.
