A Hurst/Olds body data plate will have W40 embossed into it. They didn't make 442 in 1983, and you have the code 9 307, so odds are you have a 1983 Hurst/Olds. Though it's odd all that equipment is missing... was it a theft recovery?

G3= Oldsmobile Division, General Motors Corporation
A= active passenger restraint (seat belts)
K= Cutlass Calais (mandatory for H/O)
47= 2-door notchback coupe
9= 307 H.O. (all 180 HP of it, mandatory for H/O)
2 is a check digit, denoting midpoint of VIN, no other significance
D= 1983 model year (A=1980, B=1981, C=1982, D=1983 etc)
M= Lansing MI assembly (mandatory for H/O)
431786= car sequential VIN
