In the US a tow bar was is something the attaches to the front of a car and then hooks to a trailer hitch on the tow vehicle. A trailer hitch goes on the back of the car and is used to pull or a trailer or possible another vehicle. I prefab trailer hitch for a 59 Olds is probably going to be impossible to find. You are probably going to have to get somebody to fab one for you or do it yourself if you have the skills. You might consider getting a square receiver tube and welding the necessary brackets to it. They usually come in two sizes depending on what you are pulling. Here is a link to a company that sells them

A trailer hitch basically is tied to both frame rails, looks like this. A welder can fabricate one for your car.
