1949 olds fuel guage

Can anyone here give me some pointers on what to look for when diagnosing a fuel guage that doesn't work on a 49 olds series 76? Sending unit is brand new. I leaning torwards bad guage, but wanted to hear if anyone else had to fix theirs. I used a test light to check current to guage at back of cluster and I am getting power there to the left side of the guage as you are facing the front of the car. Acording to the shop manual that is not necessarily a good thing.

Take the wire off the sender and with the key on and that wire not connected it should read full or past. If you ground the wire it will go to empty. If all that works then your problem is at the sender.
