Installing lighter weights from the B&M TH350 Governor Kit?

I had the weights lying around, wanting to bring shifts up to around 5000 rpm from around 4200 rpm on TH350 from my 70S. I found an article to use #3 and #4 weight with stock springs, trans was shifting the same as mine went to 5200 rpm. Easy right? Wrong! The weights almost seem backwards to me and when put on allow very little movement. Any help would be appreciated.

I had a spare governor from a 1981 TH250C. It also shifted around 4000 rpm as well. The weights went in it with no issues at all. I used the stock springs from the 70 trans. Strange it wouldn't work with the 70 governor.
